End of trip facilities—terms and conditions and guidelines for use

Terms used in these terms and conditions and guidelines for use have the meanings set out below:

Access Card means the card which is issued or programmed to enable access to the End of Trip Facilities.

Accommodation Office means the State of Queensland acting through Department of Public Works, Accommodation Office, endoftripfacilities@publicworks.qld.gov.au; End of Trip Facilitator, Accommodation Office, Department of Public Works, GPO Box 2457 Queensland 4000.

Applicant means a person who has sought but who has not been granted access to End of Trip Facilities.

Building means the building nominated in the Application for use of end of trip facilities.

End of Trip Facilities means any:

  1. bicycle parking facility; and/or
  2. change room and locker facility,

located in the Building.  Floor details for End of Trip Facilities are available from Accommodation Office on request.

User means the person who is issued with an Access Card.

Eligibility criteria

  1. The minimum eligibility criteria for access to End of Trip Facilities are:
    1. Queensland Government employee, or a non-Government employee who works in the building in which the End of Trip Facilities are located;
    2. complete Application for use of end of trip facilities form submitted to Accommodation Office;
    3. emergency procedures induction satisfactorily completed;
    4. Government photo identification or (for Applicants who are not Government employees only) other suitable photo identification presented to building security for verification purposes;
    5. Applicant has not previously had access to End of Trip Facilities or similar facilities in another Government-owned or Government-managed building terminated for breach of the End of trip facilities—terms and conditions and guidelines for use, or other applicable conditions of access;
    6. Applicant has not breached the Code of Conduct for the Queensland Public Service in accessing and using the End of Trip Facilities, or other conditions of access for similar facilities in another Government-owned or Government-managed building;
  2. Any Applicant who is not a Queensland Government employee must also meet the following minimum eligibility criteria:
    1. confirm that the Applicant will abide by the Code of Conduct for the Queensland Public Service in accessing and using the End of Trip Facilities, as though the Applicant was a public service officer;
    2. provision of satisfactory evidence that the Applicant works in the building where the End of Trip Facilities are located.
  3. If demand for End of Trip Facilities exceeds availability:
    1. Applicants who satisfy the eligibility criteria may be placed on a waiting list;
    2. Applicants who work in the building in which the End of Trip Facilities are located will be prioritised over other Applicants. This will not affect access of Users who have already been granted access to End of Trip Facilities;
    3. subject to clause 2, access to End of Trip Facilities will be granted to Applicants on the waiting list in the order in which their applications were received.
  4. Use of end of trip facilities

  5. The Access Card is issued to the User in accordance with these terms and conditions and the Application for use of end of trip facilities. The User agrees to comply with the terms and conditions set out in each of these documents.
  6. The Access Card may be used by the User to access End of Trip Facilities from the date on which it is issued to the User or appropriately programmed, until the Access Card is surrendered by the User or reprogrammed so that it does not enable the User to access the End of Trip Facilities, or the User’s access to the End of Trip Facilities is otherwise terminated by the Department of Public Works.
  7. The Access Card must not be given to or used by any person other than the User.
  8. Entry to the End of Trip Facilities is restricted to individuals who have been issued with an Access Card. The User must not use the Access Card to admit or allow any other person to access the End of Trip Facilities. The User must use the Access Card to access the End of Trip Facilities and must not attempt to follow another person into the End of Trip Facilities without swiping the Access Card.
  9. The User must only enter and exit the End of Trip Facilities using the designated access and egress paths and points suitable for their means of transport. Pedestrians must use pedestrian access and egress paths only. Cyclists must use cyclist access and egress paths only. Details of access and egress paths and points are available from Accommodation Office. Accommodation Office may amend the access and egress paths and points as required, by notice displayed in the End of Trip Facilities or email to the User.
  10. Only Users whose workplace is within the Building, and who hold a red or blue Queensland Government identification card, may access the End of Trip Facilities after hours (being between 5:30pm-7:30am Monday-Friday, weekends and public holidays).
  11. Subject to clause 9, the Access Card may only be used for access to the End of Trip Facilities between 7am-6pm Monday-Friday (except public holidays in the city where the Building is located).
  12. The User must display Queensland Government photo identification or a current visitors pass whilst within the Building, including the End of Trip Facilities.
  13. The User agrees to produce the Access Card upon official request from an authorized officer of State Government Security or building management.
  14. The User must ensure that the User does not access and use the End of Trip Facilities in a way which would or may:
    1. damage the End of Trip Facilities, any other part of the building where the End of Trip Facilities are located, or any personal or other property located in the End of Trip Facilities;
    2. place the safety of the User, any other user, or building occupants at risk;
    3. place the security of the End of Trip Facilities, building where the End of Trip Facilities are located, or any property located in the End of Trip Facilities or building where the End of Trip Facilities are located at risk.
  15. Access to End of Trip Facilities is granted on the basis that the User will regularly use the End of Trip Facilities. Accommodation Office may audit, or request that State Government Security audit, the User’s use of the End of Trip Facilities (using Access Card records) to determine the frequency of any User’s use. Accommodation Office may terminate access of any User who does not use the End of Trip Facilities on at least 25 occasions over any 3 month period (or such longer period as the Accommodation Office considers reasonable, taking into account public holidays).
  16. If the User no longer wishes to use the End of Trip Facilities the User must promptly notify Accommodation Office at endoftripfacilities@publicworks.qld.gov.au or End of Trip Facilitator, Accommodation Office, Department of Public Works, GPO Box 2457 Queensland 4000, and must surrender the Access Card at the State Government Security console located in the Building. Floor details for the State Government Security console in the Building are available from Accommodation Office on request.
  17. If the Access Card is lost, the User must report the loss to the State Government Security console located in the Building as soon as possible. The User must pay a $30 (GST exclusive) charge for the loss of an Access Card.
  18. Termination or suspension of access

  19. The User may request that the User’s Access Card and access to the End of Trip Facilities be suspended, if the User does not intend to use the End of Trip Facilities for the minimum frequency set out in clause 14, over a period of 3 months, due to injury, illness, leave, secondment or any other reason
  20. Following any suspension of access under clause 17, the User may request that the access be resumed by email to Accommodation Office. A request for resumption of access under this clause will not be treated as a new application, and will be given priority over applications on the waiting list. If there are multiple requests for resumption of access, they will be given priority in the order in which they were received.
  21. The Access Card and the User’s access to the End of Trip Facilities will terminate:
    1. on seven (7) days’ notice from the Accommodation Office to the User, for any reason;
    2. automatically and without prior notice, if the User fails to comply with any of the terms and conditions for use of the End of Trip Facilities set out in these End of trip facilities—terms and conditions and guidelines for use or the Code of Conduct for the Queensland Public Service in accessing and using the End of Trip Facilities or similar facilities in another Government-owned or Government-managed building;
    3. automatically, if the User does not use the End of Trip Facilities the minimum frequency set out in clause 14, over a period of 3 months.
  22. On termination or suspension of access to End of Trip Facilities:
    1. the User must promptly remove all the User’s property from the End of Trip Facilities;
    2. if the User’s Access Card only provides access to the End of Trip Facilities - the User must promptly surrender the Access Card to the State Government Security console located in the Building;
    3. if the User’s Access Card provides access to other areas of the building and will still be required despite the termination or suspension of access to the End of Trip Facilities - the Accommodation Office will arrange for the Access Card to be reprogrammed so that it no longer enables access to the End of Trip Facilities.
  23. Uncollected property

  24. If a User has not removed all the User’s property from the End of Trip Facilities within 3 months of the User’s access to the End of Trip Facilities being suspended or terminated in accordance with clause 17, the Accommodation Office will attempt to contact the User at the email address nominated in the Application for use of end of trip facilities or as subsequently notified to the Accommodation Office in writing.
  25. If the User does not respond to the Accommodation Office within a further 7 days of receiving the email referred to in clause 21, the User authorises the Accommodation Office to remove those personal belongings from the End of Trip Facilities (including, where necessary, cutting any padlock, lock or chain securing those belongings), in the presence of a representative of State Government Security.
  26. The Accommodation Office will store any removed personal belongings for a period of 6 months. If the User does not claim the property within that 6 month period, the User authorises the Accommodation Office to dispose of those belongings, in the Accommodation Office’s discretion.
  27. General

  28. The User authorises Accommodation Office and State Government Security to open and inspect any locker for maintenance purposes including, where necessary, by cutting any padlock owned by the User.
  29. The use of the End of Trip Facilities is solely at the User’s own risk. The User will have no claim against the State of Queensland or its employees or agents in contract or otherwise for any loss, theft or damage to property or personal injury or loss of life directly or indirectly related to the use of the End of Trip Facilities by the User or any other person/s authorised to use the End of Trip Facilities.
  30. The User indemnifies the State of Queensland and its employees or agents against any claim which may be brought against or made upon or incurred by them, whether directly or indirectly, related to the use of the End of Trip Facilities by the User or any other person/s authorised to use the End of Trip Facilities. The foregoing indemnity shall not apply to the extent such claims arise out of the negligence or wilful misconduct of the State of Queensland and its employees or agents.
  31. The User must promptly notify Accommodation Office of any changes to the User’s contact information notified in the Application for use of End of Trip Facilities.
  32. The User must promptly respond to all requests for information from the Accommodation Office in connection with the User’s access to End of Trip Facilities.
  33. The User must promptly notify any lost property, damage to End of Trip Facilities or maintenance issues to the State Government Security console located in the Building.
  34. Guidelines for use of bicycle parking

  35. Users are not allocated individual bicycle racks. Users must not leave locks or chains on bicycle racks when not in use.
  36. It is recommended that your bicycle is securely locked to the bicycle rack. Users are responsible for providing their own locks and chains.
  37. Bicycles must be placed on the rack only and not left freely around the facility.
  38. Please follow appropriate manual handling procedures when placing your bicycle on the rack.
  39. Please be considerate of other users when parking your bicycle in this facility.
  40. Ensure the bicycle cage door is closed upon exiting.
  41. The bicycle cage is to be used for storing bicycles only.
  42. Guidelines for use of change rooms and lockers

  43. All Users must access the change room using the Access Card.
  44. Please be considerate of other users when using this facility.
  45. Users are to ensure that the change room is left clean and tidy after use.
  46. Please ensure the change room entry/exit door is left closed at all times.
  47. Users are requested to save water.
  48. Personal belongings are to be stored in the lockers only, with exception of towels which must be placed either in your locker or on the provided towel hooks. Work-related personal protective equipment, field equipment and clothing are not to be stored in the End of Trip Facilities.
  49. It is recommended that all personal items are securely locked in a locker. Users are responsible for providing their own padlocks.
  50. Items provided for use within the change rooms (including irons) must be used in an appropriate manner. Misuse or damage to such items may result in them being permanently removed from the End of Trip Facilities.
