Consultants - PQC Guidelines
The following guidelines support the Consultant PQC System which underpins the Capital Works Management Framework (CWMF). They have been developed as a guide for Queensland Government officers engaging building consultants and for the information of building industry consultants and other industry stakeholders. Consultant PQC Invitation and Selection Process
This guideline outlines the Queensland Government's invitation and selection process for building project consultancy services. Aspects covered include select lists, invitation documents, consultant fees, evaluation methods and process, evaluation criteria and weightings, awarding commissions and debriefing.
Consultant PQC Service Risk Assessment
This guideline explains the process for determining the service risk rating for commissions associated with government building projects under the PQC System.
Service risk rating is an important element in the invitation and selection process for building industry consultants and is used to assist in the selection of suitably qualified consultants registered in the PQC System.
Consultant PQC Performance Reporting
In accordance with Queensland Government policy, agency officers administering building project commissions through the PQC System are required to monitor and ensure that reports are undertaken on the performance of building industry consultants.
Consultant PQC Review Processes
This guideline provides guidance on the review processes that apply under the PQC System to building industry consultants working on government building projects. It describes the types of reviews available and the circumstances in which they are used; the outcomes and decisions that flow from the reviews; and the appeals process available to consultants dissatisfied with decisions that affect them.
General Conditions of Contract for Consultancy Services
There are two forms of General Conditions of Contract for Consultancy Services, a long form and a short form version. The long form version is used for the engagement of building industry consultants under the PQC System (i.e. where the value of the consultancy is $30,000 or higher or the consultancy has as assessed PQC service risk rating of 3 or 4).
