About the Government Employee Housing Management Framework (GEHMF)
What is it?
The GEHMF comprises the policy document and a suite of supporting guidelines. The GEHMF policy document incorporates customised requirements based on other Queensland Government policies, including the Capital Works Management Framework (CWMF) and the Maintenance Management Framework (MMF).
Why have it?
In regional, rural and remote locations where there is no viable rental market to support employees’ accommodation requirements, government employees may be housed in residential properties owned or leased by the Queensland Government. Individual government departments control and administer government employee housing portfolios, therefore consistent practices need to be in place to facilitate efficiencies in the management of these portfolios.
The GEHMF promotes a consistent approach to the planning and management of government employee housing necessary for achieving effective management of these buildings. The GEHMF addresses consistency, maintenance standards, safety and security, and will facilitate efficiencies for government employee housing through consolidation of responsibilities for building maintenance and capital works project and program delivery.
Who does it apply to?
The GEHMF was approved by Executive Government in November 2009. It applies to all government departments that control or administer government employee housing portfolios.
What are its objectives?
The GEHMF:
- specifies the minimum government requirements for the initiation, development and implementation of government employee housing projects and programs
- facilitates effective management of risks to Government associated with procurement of government employee housing
- establishes an acceptable standard of security and amenity for government employees
- ensures that timely and relevant information for monitoring procurement, maintenance, use and demand for government employee housing is available to Government.
