About the Building Asset Performance Framework (BAPF)
What is it?
The Building Asset Performance Framework (BAPF) is a Queensland Government best practice guideline aimed at ensuring that departments have a systematic approach to managing the performance of government buildings to meet service delivery requirements.
The BAPF establishes the broad scope and application of building asset performance management and the key principles and elements necessary for achieving effective management of buildings. This includes guidance for departments to establish specific performance areas, performance indicators and performance measures for assessing building asset performance.
Why have it?
The concept of asset performance management is driven by the commitment to make better decisions in the management of buildings, to effectively meet the current and future needs of Government. The BAPF was developed to guide departments in meeting such commitment and to facilitate consistency across government.
What are its objectives?
The BAPF aims to:
- support the Government’s commitment to managing the performance of its significant investment in the portfolio of building assets across its departments, in order to optimise their contribution to service delivery outcomes
- provide departments with a clear direction in terms of a systematic approach to managing building asset performance
- assist departments in adopting a performance-based approach to the alignment of the supply of building assets with the demand arising from service delivery needs
- enhance the accountability of decision-making and governance arrangements pertaining to the management of building assets through the use of robust performance information
- provide a context and guidance on the type of performance data to be used in key departmental and whole-of-Government management requirements such as asset strategic plan submissions.
